Mission Statement:
South Bay Emergency Communications Service Inc. (SBECS) provides and trains
communications volunteers to operate emergency voice and data communications
during emergencies. SBECS operates primarily within the fourteen cities of Area
G, located in South West Los Angeles County.
Structure:
With the rapid convergence of
communications and information technology (IT), SBECS uses and supports a wide
range of web based volunteer management, shelter management, and Geospatial
Information Systems (GIS) mapping software.
SBECS operates on a system of six frequencies, located on five mountain tops
circling the Los Angeles Basin, that is
interlinked, multi-channel, multi-band
on 2 Meter, 440 MHz, Echolink and IRLP.
SBECS members must have passed The FBIʼs InfraGard® background vetting process
and be members of InfraGard®.
SBECS volunteers are registered in the Cal EMA Liability Registry and are
provided specified legal immunities under AB 2796, specifically Sections 8588.2
and 8657.5 of the Government Code, and the amended Section 1799.100 of the
Health and Safety Code.
Scope:
SBECS follows the National
Disaster Response Framework (NDRF), providing communications, as defined in
Emergency Support Function (ESF) #2 - Communications Annex. SBECS primary focus
is emergency communications within Logistics and Mass Care (ESF) #6, in support
of private industry and Non Government Organizations (NGOs), responding to all
types of incidents.
